ANC-led eThekwini municipality failing to fill critical vacancies

The DA in eThekwini has written to the Acting City Manager, Thami Manyathi to request that he accounts for the eight-month delay in filling senior vacancies in the city’s administration (view letter here).

The absence of a Deputy City Manager creates a leadership vacuum, affecting decision-making and day-to-day operations within the economic development department (Ecod). Without proper guidance, coordination, and oversight, initiatives and projects in the department may stall or face delays.

Not having a head in the metro police department can have significant implications for public safety and law enforcement within the city. Without proper leadership, the department may face challenges in addressing crime effectively, maintaining order, and enforcing bylaws.

This lack of intervention clearly indicates the ANC government’s complete lack of concern but also openly displays its disinterest in the well-being of citizens.

Relying on acting heads for extended periods creates instability within the municipality. Acting officials may not have the same authority or long-term vision as permanent appointees, leading to potential difficulties in implementing strategic plans and maintaining consistent management.

It is extremely worrying that such vacancies at a senior level of the municipality are not filled. A municipality of this size cannot function with people who are acting.

The city manager should be held accountable for filling vacancies promptly and establishing realistic timelines for doing so. The lack of key personnel in essential positions, like the head of metro police or Deputy City Manager in ECOD, can have far-reaching consequences on public services, law enforcement, and the overall stability of the municipality. Ensuring that qualified individuals are appointed to these positions is vital for the effective functioning of the city administration and the well-being of its residents.
