The Democratic Alliance in Zululand has today called on the Municipal Manager, Sibongiseni Mosia, to urgently implement all recommendations as per the report adopted by Council on 26 August 2026 related to R444 379 289, 01 in Unauthorised, Irregular, Fruitless and Wasteful expenditure.
We are calling for the implementation to be done within a reasonable period with no delays or failures.
The figure is made up of the following;
-Irregular expenditure – R148 968 143
-Fruitless and wasteful expenditure – R396 702
-Unauthorised expenditure – R243 303 870,60
The investigation was conducted by an independent firm which among other things recommended that more than R15 million is to be recovered from municipal officials, former officials and private businesses.
Further to that, the following amounts are referred to financial disciplinary/ misconduct board for further investigation to establish any possible financial misconduct:
– Unauthorised expenditure amount of R243 303 870-60.
– Irregular expenditure amount of R148 984 973,41.
– Unauthorised expenditure amount of R52 090 445-00.
These adopted resolutions are aimed at sending a strong message to fiscal delinquency to revive a culture of accountability, good governance, and consequence management of which are core values of the DA in government.
It cannot be that officials trusted by communities to safeguard the public purse are the ones that misusing this same money for their personal benefit. We need the R16 million to be recovered and used on services.
Residents of Zululand have the duty to vote for a party that ensures good governance, transparency and accountability come the 4 November Local Election.
