The Majority of Okhahlamba Councillors has filed a Motion of No Confidence in Mayor Councillor Vikizitha Mlotshwa, and in the Deputy Mayor, Councillor S.Z. Khumalo. This Motion of No Confidence was due to be considered at the Council meeting that was set for the 25th of March but has now been postponed by the Mayor to the 29th of March 2022.
This Motion was prompted by a leak from the administration that revealed that a pre-payment was sought for a planned Human Rights Day celebration, even before the delivery of goods. This would have been highly irregular and in contravention of the MFMA.
What raised further concerns was the fact that the Okhahlamba Municipality owns a brand new multi-million Rand conference and sports facility in Bergville, just 10km down the road, that could have been used for free. This white elephant vanity project was built by the previous ANC administration at a cost of hundreds of millions of Rand.
Another matter of serious concern is that the Internal Auditor, Saziso Dlamini, has been appointed as the acting Chief Financial Officer (CFO). This appointment would seem to be highly irregular as the Internal Auditor is supposed to act as a watchdog on the dealings of the Finance Department that falls under the control of the CFO. The DA will now approach Cooperative Governance and Traditional Affairs Department to raise its concerns in this obvious conflict of interest.
