The DA in eThekwini is deeply concerned by the first quarter financial results presented to Council for the period ending 30 September 2025.
The findings reveal that the Municipality has incurred a staggering R381,131,347.76 in Unauthorised, Irregular, Fruitless and Wasteful Expenditure (UIFW) within just three months, a direct failure of governance and a betrayal of public trust.
This amount could have funded critical infrastructure repairs, boosted maintenance budgets, strengthened liquidity, and enabled the hiring of skilled personnel needed to address collapsing water and electricity systems. Instead, the report points to widespread non-compliance with the Municipal Finance Management Act and Supply Chain Management policies, including failures to enforce local content regulations and years-long contracts that continue to drain municipal resources.
The DA welcomes the referral of this UIFW to MPAC but calls for urgent, transparent investigations and decisive action. Officials found responsible must face consequences, and continuation of contracts enabling waste must be terminated or renegotiated. Every cent must be accounted for and redirected towards service delivery from water security to infrastructure restoration.
Instead of Mayor Xaba’s emotional rants about the DA and trying to blame us for his failed leadership, he would be better placed in dealing with irregular expenditure to ensure residents get value for money.
Residents deserve a government that protects public funds and delivers services efficiently. The DA will continue to fight for accountability, clean governance, and fiscal discipline in eThekwini.
