DA KZN welcomes nomination of Mzamo Billy as National Council of Provinces Provincial Whip

The Democratic Alliance in KwaZulu-Natal congratulates Mzamo Billy, MP on his nomination as the KwaZulu – Natal Provincial Whip in the National Council of Provinces.

The nomination by KZN Premier, Thami Ntuli, as contained in his official letter (see attached) to the Speaker of the KZN Legislature, is a clear indication of the Premier’s confidence in Billy, who’s promise, dedication and competencies have seen him join the NCOP recently as a DA MP.

This also comes at a time when a number of DA members have ascended to various positions within the Governments of National Unity and Provincial Unity, respectively – a clear indication of the growing trust in the DA playing its part to the fullest in these arenas of influence.

The DA and Billy are well aware of the immense responsibilities and additional accountability that comes with taking up such a position of Provincial Whip within the NCOP. The person entrusted with this task is expected to, among other things:

  • In the absence of the Premier stand in to represent the Premier and to act as de facto leaders of their respective delegations
  • Ensure a sustained strong link with provincial legislatures
  • Ensure members of their provincial delegations have the necessary support to carry out their responsibilities, while acting as the de facto leaders of their provincial delegations
  • Provide regular feedback to the Chief Whip of the NCOP regarding members’ attendance of plenary sessions and participation in committee activities
  • Assist the Chief Whip in fulfilling his or her duties as required by the NCOP

 

The DA will also encourage Billy to bring ideas and policies as contained in our manifesto to the floor of the NCOP.

We also believe his nomination is testament to the DA’s growing track record of leadership, good governance and accountability.

These are values that our public representatives continue to display where we have taken up our positions in the GNU, GPU and at local government level.
